Strategies and Policies

At CAAP, our strategies and policies serve as the foundation for empowering women and girls, strengthening resilience, and fostering sustainable development in the Somali Region of Ethiopia. Our work is guided by evidence-based approaches, gender-sensitive interventions, and strong partnerships to drive lasting change.

1. Strategic Direction

CAAP’s 2024-2026 Strategic Plan, titled “Enhancing the Protection and Resilience of Women and Girls in the Somali Region of Ethiopia”, outlines our commitment to addressing poverty, gender inequality, and humanitarian challenges through the following core strategies:

1.1 Key Strategic Goals

Strategic Goal 1: Promote protection of women and girls: Prevent and respond to GBV, eliminate HTPs (FGM/C, early marriage), and ensure equitable access to services.

Strategic Goal 2: Strengthen food security and sustainable livelihoods for women and girls: Support economic empowerment through vocational training, financial inclusion, and CSA

Strategic Goal 3: Improve nutritional status women and young children: Expand access to maternal and child healthcare, immunization, nutrition services, and clean water and sanitation.

Strategic Goal 4: Empower local stakeholders on adaptation of climate change, disaster risk management and conflict resolution: Strengthen DRR, climate change adaptation, and local governance.

Strategic Goal 5: Strengthen CAAP’s institutional capacity and partnerships to better deliver on its mission and serve its stakeholders: Improve governance, accountability, financial sustainability, and stakeholder collaboration.

CAAP upholds a strong governance framework to ensure the highest standards of accountability, protection, integrity, impact and compliance across all programs and operations. Our policies align with Ethiopia’s legal frameworks, international humanitarian and development standards, and donor regulations, ensuring transparency, efficiency, and inclusivity in our work.

CAAP follows strict manuals and handbooks, and all staff and partners must abide by its Code of Conduct and organizational policies.

2.1. Safeguarding and Protection Policies

CAAP is committed to creating a safe, inclusive, and dignified environment for all stakeholders, particularly women, children, and vulnerable groups. Our safeguarding policies ensure protection against harm, exploitation, abuse, and discrimination, while also promoting gender equity and human rights. The Safeguarding and Protection Policies include Safeguarding Policy, Policy Against Sexual Exploitation and Abuse, Child Protection Policy (Integrated into Safeguarding Policy), Gender and Protection Policy, Data Protection Protocol and AAP policy.  

2.2. Governance, Compliance, and Risk Management Policies

CAAP upholds the highest standards of ethics, integrity, and accountability in its governance framework. These policies provide oversight and guidance on compliance, risk mitigation, fraud prevention, and ethical behavior. These policies include the Code of Conduct; Whistleblowing Policy; Anti -Fraud and Dishonesty Policy; Conflict of Interest Policy; and Risk Management Policy. These policies enhance CAAP’s governance structure, promoting transparency, compliance, and ethical decision-making.

2.3. Human Resources and Workplace Policies

CAAP fosters a safe, fair, and inclusive work environment by implementing policies that protect employees’ rights, ensure workplace security, and promote professional development. These policies include Human Resource Manual with additional annexes of PSEA-Sensitive Recruitment Policy and Recruitment in Emergency Policy, Staff Safety and Security SOP, Safety and Security plan. These policies prioritize staff well-being, ensure fair employment practices, and create a safe and productive work environment.

2.4. Financial and Operational Management Policies

To maintain financial integrity, efficiency, and operational effectiveness, CAAP follows stringent policies and manuals that govern resource management, procurement, and logistics. These policies include Financial Management Manual; Procurement Policy; Logistic Manual; Fixed Asset Management Manual and operations Manual. These policies guarantee responsible financial stewardship, operational efficiency, and compliance with donor regulations, ensuring that resources are utilized effectively.

2.5. Program Implementation, MEAL, and Partnership Policies

CAAP ensures effective program implementation, monitoring, evaluation, accountability, and learning (MEAL), and stakeholder collaboration through structured guidelines and policies. These guidelines and policies include MEA: framework, Complaints and Response Mechanism SOP, Stakeholder Engagement and communication Strategy, sector standards and guidelines (Women’s Economic Empowerment; protection; GBV; Climate Resilience & Environmental Sustainability; Health & Nutrition; WASH, Education, FSL, Institutional Capacity; gender-sensitive approaches and resource mobilization strategies Through partnerships, evidence-based programming, and community-driven solutions, CAAP is building a more equitable, resilient, and inclusive future for women and girls in the Somali Region of Ethiopia.
